Decentralized Water Systems Loan Program

A broken or failed septic tank can create an unhealthy situation for you, children, pets, and neighbors. This may also contaminate nearby water sources or systems, and create a breeding ground for mosquitoes.

Program Details

HCNEU is proud to offer the Decentralized Water Systems (DWS) Loan Program to individuals residing in Daggett, Duchesne, and Uintah counties. 

The DWS Loan Program provides 1% interest loans to eligible individuals with terms of up to 20 years. 

The purpose of the loan is to repair or replace a failed or failing onsite wastewater system (septic system). 

An eligible individual must have HOUSEHOLD income at or below 60% of the gross non-metropolitan median household income for the State of Utah. However, individuals who do not qualify for this program may still be eligible for other programs offered by HCNEU or the State of Utah, so please reach out if you have a failing system.
