FINANCIAL ASSISTANCE FOR FAILED SEPTIC SYSTEMS

HCNEU is proud to offer the Decentralized Water Systems (DWS) Loan Program to individuals residing in Daggett, Duchesne, and Uintah counties. The DWS Loan Program provides 1% interest loans to eligible individuals to repair or replace a failed or failing onsite wastewater system (septic system). Eligible individuals must have HOUSEHOLD income at or below 60% of the gross non-metropolitan median household income for the State of Utah. However, individuals who do not qualify for this program may still be eligible for other programs offered by HCNEU or the State of Utah, so please reach out if you have a failing system

STUDENTS WORKING AGAINST TOBACCO (SWAT)

HCNEU is excited to offer scholarships to two students from each high school in the Uintah Basin who will take opportunities to make a difference with their peers, to prevent tobacco, and vaping, among other students at their schools and in their community. The purpose is to encourage students and peers to remain tobacco and drug free.

History

Our roots began in 2008 when employees at TriCounty Health were working with the community to help provide financial support for local residents who needed medical treatment hundreds of miles away in the Salt Lake valley. (You can read more about the early days here). These fundraising efforts resulted in the creation of local charity foundation. The foundation was officially established as a tax-exempt 501(c)(3) charitable organization in 2011, and was called the TriCounty Public Health Foundation.


In later years, the name was changed to The Foundation for Healthy Communities of Northeastern Utah to better reflect the mission and vision of the organization.  While the original goal was to help local residents access the healthcare they needed, over time the vision shifted to toward creating and sustaining healthy communities.  The mission of the Foundation for Healthy Communities of Northeastern Utah is to “promote healthy communities by developing resources to protect and improve the environment, promote health, and prevent disease.”   


We are members of your community working with local businesses to help ensure that the cities, towns, and neighborhoods of Daggett, Duchesne, and Uintah counties are healthy places to live, work and play.

Executive Director

Carrie Arnold

Born and raised in Vernal, UT. Spent her youth working alongside her father learning to be compassionate, understanding and hard working. She knows and loves the residents of the Uintah Basin and considers them all family. She has a Bachelors degree in Community Health Education from USU and 8 years of experience of program management from her time as Program Manager of the Cancer Learning Center and Cancer Information Service at Huntsman Cancer Institute.  Carrie comes to HCNEU with a love and passion for helping others and an excitement to help the place she loves most, the Uintah Basin!
